Walter has spent nearly two decades developing the OwnerManager framework — his plain reading of American citizenship and civic responsibility, built around the idea that citizens can assemble, deliberate, vote, and form a documented public consensus.

His research draws on the founding documents themselves, legal precedents including Chisholm v. Georgia (1793), the writings of Chief Justice John Jay, the Public Land Survey System, and the generational mathematics of constitutional succession.

Walter is not a politician, a lobbyist, or an ideologue. He is a citizen who became convinced — through years of reading and research — that the documents and the law provide a starting point for meaningful self-governance. His invitation is to examine that theory carefully; the missing ingredient, in his view, has been organization.
